You mean the bracket that help support the plenum? i see one next to the EGR pipe thing .

I'd be surprised if that wire did anything. I really don't know why it's there

 

And what about the grond on the exahust, there is one ground that attaches to the underboddy and to the exhaust shiled thing is like after the CAT , how important is this one too? mine was cut as well.

 

The exhaust one is pretty important if you have bad grounds elsewhere. I don't think the plenum one does anything useful, mine was disconnected too.

I think the exhaust ground is there for noise supression for the radio more than anything else. The one from the body to the engine IS important. While there are a number of indirect ways for battery power to get to the body and engine that strap makes sure there is a direct path.

How important is it? My brother took me on a 100 mile journey to "rescue" his car that died in a parking lot. I found his ground wire not connected to the plenum and told him to put it back. That fixed it. So what if it was a Neon.
