I don't know too much about engine troubles, but if the throttle cable wasn't opening the throttle all the way, that might lead to lower top speed. Try adjusting the throttle cable if there is too much slack in it.
I had the same problem too. I remember taking it up to 135 and higher, but a few weeks ago I tried to max it out and it only went 120. I adjusted the slack in the throttle cable to make it taught. I will test it out tonight...hheheheheh.
