If I remember correctly, they are to keep rain/moisture (as well as dust) off the inside of your door panel, door wiring and possibly in you car. A certain amount of water does get in there and its supposed to stay inside the door shell and go out the drain holes in the bottom of the door shell. It shouldn't be a big deal-if you want to replace it, just go to Home Depot and buy some plastic sheeting of approximately the same or greater thickness. Cut to size and then either tape or try and use that black or white spaghetti adhesive to put it back on and seal up the door shell.

Mine hasn't been in the car for 3.5 years, since I did the initial installation and sound deadened the entire car. I've had no problems with windows working, locks working, speakers/lights working etc. I.e., no negative ramifications in my experience...
