My car runs like crap from 2500-3100 RPM. If I am accelerating normally it will drag (like it isn't getting fuel) until I hit around 3100 then WAM! It hits hard and runs fine through the rest of the power band. Under WOT everything is fine.

So I was looking around under the hood and noticed that on my O2 sensor connector (the plastic 4 wire one on top of the engine) there is a stray wire incased in the protective tubing. The other four insulated wires look fine but there is this other one just hanging loose. It doesn't have any insulation on it. Looks like a ground wire. Anyway, I was wondering what that would be and if it may be causing some of my problem.

Any ideas?

The manuals show that wire. It is tied to ground at one end. Most likely for noise suppression.
