Testing Engine Computer Unit

I have dodge stealth 1991 with SOHC engine. Does anyone know the exact procedure to find out what error codes have been set in ECU without using fancy electronic equipment? Can I use simple voltmeter like device to on Assebmly Line Diagnostic Link to pick up error codes? Also, is there a self-diagnostic test that would confirm if ECU itself is bad? Any kind of respond is appreciated. Thank you.

This link will direct you in reading out codes with an analog voltmeter. In addition, there is no easy test that will confirm that the ECU is faulty.
