This may be completely out of whack and I'm no mechanic by a long shot but I used to have a Rover that did that. I'd put the mutt of a thing in first and rock it back and forth. Then something would go 'click' and it would start.
This works if the teeth on the flywheel are stripped where the starter is currently aligned. Rocking it in gear spins the engine and moves different teeth infront of the starter. I have done it on old VWs.

Since this is in new owners, I have to ask, is this car new to you, and if so has it ever started for you? If you bought it knowing it had this issue it could be as simple a matter as the previous owner trying to replace the starter and wiring it improperly

The old timer in me recalls a time when I put a starter in and it would just spin and not engage. Gear was too large. .001" shim later and everything was fine.
