Ok, so I know that on newer cars, like the civic sport, you can buy tunes to rewrite the stock ECU. I also know that the 3/s ecus don't offer that. And while I'm young and stupid, I'd like to learn the basics of tuning. My plan so far is to buy a Jester Chrome ECU, but I am unsure of there is anything I need to do to my car prior. Like new injectors, new MAF, sensor replacements, etc. I'm going to keep it NA for the foreseeable future, but I want to squeeze some extra hp out (and maybe a tame 2-step ;-) ). I know there are other threads out there, but I couldn't find anything that specifically addresses this.

Hey, your bet bet is to get a 98/99 SL OEM ecu, buy the chrome rom/definition and you can start modifying yours maps/tables and tune the stock rom, I don't know if they offer the SL version for the chromed ecu but pretty sure you can modify the tune to work with a stock NA, the chrome ecu is plug & play, but if your keeping the emissions control and you have a 91-95 then I think you need to swap a few things to the newer 96+ stuff, pretty sure that is listed on the chrome guide from Greg.

My car is a 98 sl, could I buy the chrome and use my stock ecu? I know they sell SL chromed ecus, but if I can save money and just use my OEM one that's useful. Would you mind telling me how to interact with the ECU with my computer?

If you have a flasheable ECU, you can just buy the tactrix adapter, chrome SL rom and start changing the tables and values on that.
