check your emissions certification label under your hood. its a white label with writing. if it says california emissions certified it has EGR. if it says certified for federal emissions for xxxx model year new cars it doesnt have EGR.
i know my GFs 95 DOHC NA is federal and it doesnt have egr. not sure on the 97-99s though.

an EGR valve recirculates exhaust gasses into the combustion chamber to lower combustion chamber temps by displacing some oxygen. it is used to lower NOx (oxides of nitrogen) emissions. 1 thing about EGR...it only operates at specific times. it does NOT operate at WOT so all this EGR blocking off is just a waste of time for all out power.
