The Stillen has a flex section, and eliminates the rear pre-cat and main cat. Great unit, but you would have to dice it up a bit if you want to run a catalytic converter (to stay legal and save the trees).
The ATR has no flex section, does not eliminate either pre-cat, and can be purchased with or without the test pipe (which eliminates the main cat). This is also a good unit, and it will easily accomodate a high-flow catalytic converter.
On a stock fuel system, most people run no more than 14-15 psi. The general consensus is that this is the max you can run safely without doing fuel upgrades. Obviously, 14 is more conservative.
You would need a Boost Controller to increase boost on your car.
