Can anyone tell me how you make a hollow tube out of carbon fiber? I will be making one about 2" and one about 3" in diameter. Any help is appreciated.

Wouldn't you just be able to coat a PVC pipe or something with mold release and wrap it around that then slide it out??? It'd work unless you want to make a curve... What are you using it for?
The easiest way to get a 2 or 3 inch diameter tube is to go to scaled Composite web site ( http://www.scaled.com/ ) and order one. Barring that you use a mandrel (a solid metal or plastic form) to wind / wrap the resin impregnated fiber / fabric. The finish on the surface of the mandrel will dictate what the finish of the inside of the tube will look like. The finish on the outside of the tube will be based on your technique and skill. It's not impossible but its probably more trouble then it's worth. Are you using this tube cosmetically or is it structural? If its only cosmetic then get a plastic or fiberglass tube and just put a layer or two of carbon fiber for looks.
If you need strength have the experts make it. If if for looks only you can try and make it yourself. PST and ACPT (the driveshaft people) also have a lot of experience in this area.
