that instrument panel looks EXTREMELY familiar... all too reminiscent of a Honda/Acura.
My guess would be a Integra with a crazy owner that wasn't happy with the way it originally looked... so he slapped on a lot of custom fiberglass stuff.. and added some R1 headlights to the front.

well.. i'll give him points for creativity..
but please, don't hire him as car designer... I don't think he will be catering to the masses.
