I am new to the car scene and for my first project car I recently bought a 92 dodge stealth rt turbo and the previous owner of the car told me when buying it that he had rebuilt the motor and that the original ecu had fried so he threw a new oem one in it and it hasn’t ran right since and told me it needed to be tuned and the air fuel ratio is what’s all messed up can the ecu be tuned if it’s not the original ecu that came with the motor? I was told I need to buy a standalone ecu to get it running right. Also the spark plugs get flooded and when it’s ran it smells like gas and will not go over 3-4K rpms and tops out at about 60-70 Mph I am new to cars and I would like to learn more but this seems to be more than I have bargained for I would like to see what you guys recommend to get my car running stock again I am not looking to add any hp I just would like it to run like new

You can run another ecu different than what came originally in the car. Most prefer to upgrade to a Jester ecu from 3SX because they're a lot more reliable and it's harder to get the original ecus repaired but there are some options. I would recommend returning the car back to stock as much as possible if there are a number of mods. You've got some mechanical issues for sure and you need to get back to a solid base. The ecu is likely only going to be the start of it. These cars are getting pretty old and generally haven't been taken care of very well due to few places that are willing to work on them as well as actually know what they are doing. Parts can get expensive as well.
