For only 300-400hp I would get a TT conversion kit. You could get that on 9bs. If you wanted a little more head room a 15G or 16T turbo would be an easy budget turbo. I wouldn't bother with an Evo 3 16G turbo kit, TD05 kit, T3 kit, or single turbo for that matter. Your goals are accomplished easily enough on a stock TT kit. You will already have some issues with wheel spin being FWD so the extra power of larger turbos won't be usable unless you're on the highway doing rolling runs.
