Default Failed Emissions due to missing cats (99 VR4)

OK, like a dumbass I forgot to grab the cat off the shelf and swap it in for the test pipe....DUH....before going in for yearly emissions. Didn't really think about it because the car always passes. When it was taking such a long time I remembered about the missing cat but it was to late.

FAIL.
After the tech got nosing around the car he said I am missing all 3 cats? I've only ever had one cat on this car since owning it (5 years). He said I will have to install all 3 cats to pass. This is the same place that passed it the last 2 years, but I had remembered to remove test pipe first.

Is it true these had 3 cats when new? I thought the pre-cats were inside the manifolds?

So, damn I really made it much more difficult for me to get the car registered. As far a I know the car is stock other than the wheels and the test pipe.
Anyone got a picture of the elusive two missing cats?

Yes, you have 2 precats (you can't tell if they are gutted or not) and one main cat (that also can be gutted right ?).

The rear pre-cat is part of the O2 housing while the front pre-cat bolts in between the O2 housing and the downpipe. Depending on what downpipe you have it may be one piece to the front O2 housing to eliminate the front pre-cat or it may have a bolt in piece to eliminate it (the separate piece could then easily be removed to install the stock pre-cat).

Stealth 316 - Oil Pan Has a nice picture the downpipe dropped with the front pre-cat labeled.

you should be able to pass with flying colors with gutted precats in place and only the functioning main cat assuming its just a sniff and visual type check, which it sounds like it is.

I'm not sure how much of a hassle a re-test is, but in Tennesse it was $10 to retest at any location if you had a copy of the failed test.

if you just throw the main cat on and don't get stuck with the same guy/testing center, you'll probably pass fine with just that.

If the car is stock, has the stock ECU software, and does not have a CEL screaming at you about catalyst efficiency codes, the precats are present and functioning...

The issue is the test tech. wrote on the sheet 'missing 3 cats' but everything passed. I just failed on the visual inspection. I don't think it's true that the other cats are missing. I have never had a check engine light on this car and surely would have if pre-cats were missing.
It might be a fight to get this guy to believe that the pre-cats are still there since they look different than a regular cat.

Put the main cat back on, take it back and tell him you fixed it, all cats are present and accounted for... No need to even argue the point with him. If he tries to fail it again, then he'll need to be set straight.

Finally got back to test station and got this through. Next year I need to remember to put the damn cat back on!!!!!
