Default SLR shutter speed question

Okay so I've always wanted to get into photography a bit and recently got an old 1970's Olympus OM-2 that was passed down in the family. It's old school, film, but I love it. However, I've noticed when taking the shutter speed off of bulb and moving it to just a set quick shutter (Say, 1/60th of a second), the shutter stays closed until i move it back to bulb. Whenever I'm on bulb, the shutter snaps in perfect sync with my finger nice and smooth so am I just doing something wrong or what? This may be a long shot of a question and I am a complete noob when it comes to photography but any answers or ideas are appreciated!

EDIT: Is this the mirror hanging up? I'm actually tilting towards it having a bad battery for the light exposure setting? Again I'm a complete noob so bear with me.
