If your car is a 1995 or older as of 2006 it is no longer required for emissions testing in Illinois. They used to put you on a dyno and hook up your exhaust etc and take readings, but the labor was costing them too much money and cars were waiting in line too long. Now they just plug in to your OBDII port and they also check the seal of your gas cap for leaks. As long as you have no check engine light on/no codes you will pass the test.
The test also depends on where you live, in the Chicago area and suburbs it is required, as far as I know outside of this area it is not.
