They charge you the moment they pick up your transponder but then later they go through all the pictures and if your plates do not match your records they send a fine to the person the plates belong too...well after you rack up three or more fines. Are you sure? Because I remember when I blew the fast lanes without an I-pass, the halogen lights got super bright for the license plate picture. But normally they're on low-power mode with a dim blue glow.

I got caught for when I took the Jimmy up to Gurnee and back (6 tolls). I had the ipass in the car and the blue light came on everytime, still got fined. I did not have that car registered with ipass at the time 'cause I was in a hurry. When I spoke with the Ipass rep. they informed me that they take the picture every time it goes through.

The most recent shot of the 240 is from a high angle with no cars around, it has to be from the high speed lanes.

that's weird. even the ipass website says it'll only fine you when it doesn't go thru:

Yes. You must register any vehicle using the transponder to the I-PASS account. In the case of an unsuccessful toll transaction using the I-PASS, an unregistered vehicle will be subject to toll violations and fines.
