I would venture a guess that there is no “State” or “Federal” law regarding profanity on t-shirts but there are ordnances against the wearing of such clothing in many communities.

I don’t know this to be a fact though.

In any event, that saying on the back of the shirt is obviously a blatant misrepresentation of facts.
