As far as radio memory goes, that usually means you have your constant 12+ (usually yellow) and the remote wires (usually red) switched. The radio will still turn on and operate like normal like this but it will clear everything out everytime you turn the car off.
I can't help you much on the other random on/off issue. Check all connections. That is your best bet.

So its not a stock 3000 radio... I'd check to fuses are seated right in the unit itself, tho it sounds more like the memory wire (hot) isn't connected. maybe the unit has an internal battery to keep preset, etc for short periods of time and with the memory wire not connected, the unit waits til the internal battery is charged up before turning on? I'm no radio pro, but thats my guess, check the memory wire, usually yellow and has to be connected to a constant live source, straight to the battery or cigarette lighter, etc...

alright theres a new factor to this equation. i check the wires and they are connected correctly. i checked the fuse its not blown and is not loose. but the radio has been of for a few days and while it was off i noticed my dome lights werent working. so im driving through a neighborhood and i go over a speed bump and the radio turns on! i check the dome lights and they work! could these two wire be touching and shorting them out?! any thoughts?

I don't see how the dome lights wires would affect the radio. Did you use a plug to connect the radio to the stock wiring? I have to go with the previous posts about the constant and the yellow wire. The intermittent power may be due to a loose ground.

Mine was doing the same thing. My dome lights dont come on and the lights for the steering wheel controls and the beep sound when the door is open dont come on. at first the radio would come on randomly now it doesnt come on at all i check all my fuses. I havent had time to check for a loose ground. It has to be a loose ground i tried to get the power directly from the battery and it still came on randomly. And also everytime i turn the key the whole car is reset and the ac comes on. Your not alone.
