I'm sure alot of us N/A people would like to mod to the point where they can be competetive with a stock VR4. Is that too much $$ to get there?
I believe stock 2nd gen VR4's were around 13.7s, is that right?

Its not plug and play that's for sure. Only a handful of guys have them. Han's, Gatecrasher, Greedy Bones to name a few who've suceeded.
2nd Gen VR-4's are in the 13.4-5 ballpark. A converted FWD TT should pull better trap speeds but the 0-60 times won't be on par with the RT/TT or VR-4. The blower question has been lingering above my head for the longest time. There really haven't been any rock solid times that anyone has gotten with a supercharger. Off-hand one guy I can think of with a blown N/A is Super C. He just 'blew' out his supercharger recently though, pardon the pun.
