14psi on 10:1 should be similar to 22psi on 8:1. Thats the great thing you can run 14psi on 9b's but not 22psi... so 9b's can be pushed farther on 10:1 than 8:1.
Your not gonna hit 14psi in 10:1 without water/alchy or race gas. Hopefully I'll end up with the FMIC and the water/alchy though.
I believe it was silver bullet (I think it was him at least) that ran 12 or 13 psi on pump all the time with 10:1. With a timing controller the possibility of 14psi on 10:1 becomes even more possible.
