I've been dragging my feet getting this out here. It's pretty skimpy, I know. I honestly haven't put much time into it at all. There's not even a fraction of the available data because nobody is working on this.
It's got both timing maps, both fuel maps, injector scaling, injector latency, redline, and MAF size. Note that this definition file only works with the 1999 3000GT VR4 ROM with an ID of 238606. I don't have a lot of time to do a full on ECU Flash / ROM editing tutorial right now. Rather than assuming what you guys do or don't know, go ahead and throw the questions out there and I'll do my best to answer.
Don't worry if you think they're 'noob' questions. This is some pretty crazy stuff with a lot of mixed info out there, and it's new material for a lot of people, so I'll try to take it easy. Hopefully the mods will go easy on this thread too
Anyway, the ROM and definition file are posted below. Download ECUFlash from here Main Page - OpenECU (it's free)
Save the ROM file anywhere you like. Open up windows explorer, go to Program Files\OpenECU\ECUFlash\rommetadata and create a folder called 3000GT. Save the XML file into that folder.
Launch ECUFlash and then open the ROM file. It should find the definition file and open the ROM.
I've got files for other 98 and 99 3000GTs, but I'm trying to keep this as simple as possible for the moment.
Couple important notes:
If you don't have a 98 or 99 3000GT, this does you no good. That said, the ROM file I posted is for a 99 VR4, but all three 98 and 99 models are flashable. I have a couple different revisions of the 99 VR4 ROM, one each for the 99 base and SL, and a 98 SL ROM.
If you do not have an OpenPort 2.0 adapter, you won't be reflashing your car. OpenPort 1.x devices CANNOT work. They are physically incapable of outputting the tight tolerance reflash voltages that the 98-99 ECUs require. 01+ ECUs are more tolerant of voltage fluctuations.
I have an AEM EMS setup, but just want to say that I appreciate this, anyway. I still have my backup 99 ECU and plan on reinstalling it someday once the definitions become more refined. If I had some programming ability, I'd be right there helping you out.
Damn, some of those values in that definition file look like you could do some crazy stuff. Have you been able to flash a Diamante ECU to a VR4 ECU yet?

Thanks for your work thus far.
Want to sell the ECU to me to help further the platform advancement?

Correct, the 1.3 cable can't regulate voltage, and doesn't work. You can sell it to an evo person and use the money towards a 2.0 cable.
Same place. Just get the OpenPort 2.0 cable. I don't have access to a 99, so just make sure the reflash connector you get is correct; my guess is the evo style one as they are both mitsu, but it's strictly a guess. If that's right, it's the $179 cable.

I bet this can work on other ECUs if there's no immobilizer. If there is, it's a matter of disabling it or copying the immobilizer code from the ECU the ROM is being flashed to.

In the evo world at least, you don't want to load up a ROM from another ECU randomly like that. There are a few ROMs that work on several cars but you probably don't want to be the guy that tests that theory and bricks their ecu.
I do remote tuning for evos using evoscan and ecuflash, I might be able to offer this service for those whom are able to log the data and send me their rom/definition/mod list.
