If you have the CD manual go to the trouble shooting section for the ABS.

When you turn the on the ign the ABS light flashes 3 times, when you start the engine the light flashes again and should go out, this is part of the self test, once you move off the ABS motor cycles as a further check, if the motor does not cycle the ABS light will illuminate when you reach 5mph, if the motor cycles and the ABS light illuminates as you move off it would be a wheel sensor.
There are 2 relays located on top of the ABS motor one for the motor and the other for the pump, both should be checked, whilst there you can test the motor by connecting direct feed from the battery by touching the motor connector also check the relays.

My ABS light has done that for years. Self test looks fine and indicator goes out, then start moving, and it comes back on. Dealer said they no longer have the Mitsubishi diag computer to connect to these older cars, so they can't test anything, and not worth trying to buy another another one. Plus, the car is sold old, they can't get most of the parts. Frankly, I don't worry about the ABS not working. Since the car is equipped with it, I still get the insurance discount, though
