Question 1/2 a broken e-brake???

So I took my rotors off the new R/t to have them turned. The DS came off easy but the PS was a PITA to get off. I go to put them back on and the PS won't go back on really at all. So I take a closer look and this is what I find:

Also, I looked at the cables at the ebrake handle and the DS cable pulls fine (obviously ) but the PS doesn't move at all.

So as far as I can tell I am missing the ebrake assembly on the DS and the PS is locked up somehow. As far as i can tell that is... what is going on? and how do I fix it??? thank you so much!
