International 3S'ers I need your help!!!

Sup y'all? I was just wondering who's VR4 this was and what front lip is he running on his car? That thing looks sweet and I want one lol. I understand that the car is from somewhere in Europe but the front bumper is basically the same as my 95 Front bumper except for the integrated fog lights. So therefore, if I can get my hands on that front lip I would most likely be able to apply it to my car. So if any of you knows what it is and or where to get it, it would be greatly appreciated. I don't think 3SX sells that lip for the 95, the 99 has a simaller one though

That car belonged to a Swedish dude, called Calle. The front lip is custom made to his car. But if you want one I can fix one for you!.
