the vpc is basically a plug and play setup. each chip basically is just an airflow map for rpm/intakepressure, thus eliminating the MAF. similar to what a MAP-ECU/maf-t pro/e-manage ultimate would do, except hard-coded. you get the chip for the injector/turbo combo you're running. one chip for 9b/360cc, a different chip for 15g/550cc, etc. so no chip, car doesn't run.
but since he has an afc in there, that tells me that he's probably using the wrong chip for the injectors and turbos he has on there. and he's "stacked" the afc on top to try and dial back the fuel manually.
get another fuel management system. if you're not too keen on tuning it yourself, i'd suggest going back to basics. so hook up a stock maf with stock intake tubing, with only an afc for fuel control. dial it back -25 to -30 across the board, set it and forget it. might be a little slower with the rich tune, but the power delivery should be smooth... better than what you've got now at least. don't have a stock maf and intake tubes? sell the vpc and buy 'em. you'll come out with some cash to spare.
if you're also new to tuning, i'd suggest ditching the AVC-R as well. it's a big pain in the ass to set up correctly. go with a greddy e-01 setup (got one for sale), an hks evc, or one of the blitz sbc's. if you're still overwhelmed with using an electronic boost controller, there's nothing wrong taking a step down and using a manual boost controller for the time being. sell the avc-r and put some dollars in your pocket.
from what i've read in your other threads, it seems that you went in over your head pretty deep when you bought the car. slow down with the making new threads, there's a new one almost every other day. revert your electronics back to the basics, and start back again from the beginning. you'll enjoy the car a lot more, trust me.

alright, thanks for the info.. i have already discovered how much of a pain the avc-r can be.. i still cant get it to boost over 15 or 16ish psi no matter what i do.
