Default Fastest Spooling Turbo's?

Assuming a stock car, what are the fastest spooling turbos you can put on? Are the 9b’s already the best at spool up time? I have a twin turbo and it would seem I would benefit more from less turbo lag than overall top end speed with the city I live in.

"Much" faster? No, but they are faster.

It's funny driving a 9b car after I have driven my personal twin 50 trim car or an EVOIII customers car. It's almost like the 9Bs are superchargers, they are just spooled instantly. Of course, they don't pack the punch and the low end instant spool fun ends as soon as you realize the big pull of the larger turbos is missing

How would a 9B act if you just upgraded the turbine side to a TD04L or HL turbine wheel?

if you have a downpipe and gutted cats the 9bs will make like 10 PSI at 1200 RPM, so I'm not sure what more you want.

With a downpipe and a 9b/13G combo I picked up a good 300-400 RPM spool over the stock downpipe.
