Dude for starters an XT would honestly be good enough. These guys are talking bang for your buck -- but if you spend less bucks on an XT body, you can can always splurge on an XSi or 40d later on and still use all your lenses from the XT. The XT is a great body, and cheap for a beginner.

the range depends on what you will be shooting most of the time.

as far as a UV lens, its pretty much clear cut to buy one just to protect your lens.

good luck

in that case stay within 17/18mm wide through at least 50mm long. you would want a wide lens when shooting indoors - 28mm lenses force you to crop off a lot on the sides in indoor shooting unless you are doing crops anyway (like portraits in halls).

for a starter, thats not bad at all. that lens, though a very basic lens with a plastic mount, is quite sharp at f/8 through f/11. the IS will give you more latitude at lower light (the claim is up to 3 stops of compensation but Ive realistically had 2 stops), minimizing blur due to camera shake. any UV filter would do, but if you can afford it, get a reasonably good one.
