Quick Question

I'm wanting to connect a LED white bar across the top of my number plate replacing the two lights that are there already, pulled one apart on my old car a while back and found two wires:

Green/White - Connecting into the back part of the bulb
Black - Soldered onto the bulbs outer casing.

I was wondering if these were +/- wires???

If they were it would make it a VERY easy install with the LED.
