I run 18x10 in the back with a 44 offset. It sits slightly inside the fender so I bet the 35 would be very close and would probably need a few degrees of negative camber to tuck them inside the fender. Before I had 19x9.5 +28 and it sit flush with a degree or two of negative camber.
This is how my 18x10.5 +15 ET sat with stock fenders and that is just 0.5" wider wheel and +20 ET less, so they stick out about 32.5 mm more than what you are proposing.
my 19"x8.5" with +35 offset sit almost flush. With an even wider rim they will sit further inboard and outboard so they will be close to the strut and poke past the guards.
9.5 on a 45 offset is pretty much the limit for being exactly flush with the rest of the body that I've tried fitting for the rear. Also have a set of 9 40 offset which is a good fit on the front as well, though, I'm running 8.5 on 38 on the front and 9.5 45 on the rear.
Not sure I recommend the staggered as you do need different tyres to keep the rolling radius the same.
