it appears so. I haven't put it under the car to varify which holes they are, but it looks like it bolts up to the front cross member. I will have to drill my own bumper holes since I have the 99 bumper, but that isn't a problem at all.

did phil add any notes on where to attach the tension rods to? i assume the crash bar, but could be wrong.

no. all I got was the splitter and the basic universal APR install hardware (and a sticker)

here is a picture of mine installed on my bumper. everything is pretty dirty, and my car currently is not mobile (no engine) so I don't know how much this pic will help.

you think this would work with the new venom bumper since they say it has stock mounting points?

It depends which "stock" mounting points it has. If its like "typical" aftermarket parts it won't have the bolt holes required but it would be simple enough to install since you have the bumper off anyway...
