idle surges from about 700 to 1000 rpms been having this problem for awhile now, starting to effect the running of the car

so i was driving one day and as i came to the parking lot my car just died. i drive a stick and i thought for a second that maybe i stalled it getting up the driveway so i started it back up and drove further into the parking lot. then as i put in the clutch to stop the car it died again. after that it just wouldnt stay running after i started it. if i gas it immediatly after i start it then it stays running. otherwise it dies right away every time. i changed my fuel filter thinking that it might be part of the problem and also the easiest fix. but that didnt work. im posting to see if i can get some help on what might be wrong. thanks for any replies.
