Default questions about ecu tuning. clueless.

So i have bought some bolt ons for my 98 3kgt non turbo. i have not put them on yet, but plan too soon. i was told i will not get all the horsepower out of these mods because my ecu wont let me achieve all the power they offer. help please?
bolt on list.

Injen air intake with heat shield
OBX headers, test tube
borla cat back exhaust
stillen underdrive pulley
tein strut bar
eibach pro lowering kit
super street preformance throttle body spacer.
18' akuma five spoke rims with 10. or 10.5 wide falkedn tires. cant remember.

currently in iraq, gonna put the stuff on when i go on leave in june.

You should get almost all of the power from these mods because the intake and exhaust just free up the engine air flow and are not requiring any added fuel so you really don't need a tune.

Most likely a air/fuel controller should be enough, if you really want to be sure you could go with a greddy e-manage but your only true performance mods being hindered are the intake,headers,and exhaust which should be hurt by too much by the stock ecu's. i would still highly reccomend a air-fuel controller just to make sure you don't run too lean or rich with the new amount of air coming in . Thats my suggestion but i'm new to the 3s, used to the bulletproof 46g3.
