BOV doesnt do anything when you are just stopped and revving. getting into vac is perfectly normal. Hell im at -25 at idle (although that is a bit much)

Sounds normal, just double check and make sure the BOV vac line isnt pinched

Ok I was conserned here cause since the new bov is abit longer than the oem the little vacum hose that leads to the intake was getting piched. The bov is circulated, also if I wanted to plug up the hose to make it uncurculated. What would be the best way to do it. To were it doesn't stall.

I also have one more thing to say I kinda know the answer to this but it just kinda hard to except it. When I was installing the bov I kinda put my hands in the pipe coming from the rear turbo and guess what my hands we're coverd in a bit of black dirt, mostlikly oil resedue.

Yeah, with no load on the engine (that is, revving in neutral), you're not going to get much air coming out of your BOV, especially if you have bigger than stock turbos. I can get a small sound out of mine, but, it's hardly noticeable, especially over the engine noise.
