the filler neck holds a little which is why you can get 20 or so when filling up from empty.

I believe the whole fuel system holds 22.3 gallons when full to the cap, charged, and the tank is free of air bubbles.

I HIGHLY doubt that Dave. The most I ever squeezed in my car was 20.2 and I was EMPTY. The car choked and stalled as I pulled into the gas station.
