I've had a couple boost controllers on my car and I also have an aftermarket boost gauge. If I have it set to 14 psi the boost gauge reads 14 psi, if 6 psi then it reads 6 psi... I'd go get those gauges looked at italiano, dont wanna ruin your motor cause your gauge is giving you false readings

I've got my controller at .92-.95hkpa which is around 13.5PSI.
I logged when I turned it up, and was having 6-7 counts of knock at very high RPM. I haven't logged since, and might turn it up another pound or so. I changed my motor mounts which could have been causing some of that knock.

Mine is at 17psi max, but my car is modded to be able to take it.
If those are 9bs and you are getting 20psi, something is def. wrong and you are blowing in lots of HOT air. Find out if the fuel injectors are stock or aftermarket, it any other fuel mods have been done (hot wired the fuel pump for example), and find out for sure what turbos you have in there.
