It can, but there's also a lot of other things that can cause that as well. The best way to check and see if the FPR is causing the issue would be to get an aftermarket fuel pressure gauge and see what fuel pressure you're getting setting at idle. You should see somewhere around 45 psi. If you're seeing significantly higher than your FPR is getting over ran.
