I'd have to go dig the can out of the garage to tell you, but i normally keep a quart of Nason Polyurethane clearcoat around in case i need to do some clearing on small parts. But for small jobs, i'll just pick up a can (spray bomb) of the clear used for door jambs and hard to reach areas from the local paint supplier (think its called Jammin Clear) but i'll admit that sometimes the spray bomb clear reacts badly to other chemicals and causes some nasty spots that have to be redone completely. If i need to do the job right, i'll almost always opt to go for mixing my own clear and spraying with a touch up detail gun.

if the lights are only foggy on the outside--NOT peeling, you can polish it out. a mothers' powerball mini and some headlight restoring polish will go a long way on that.
if they are peeling...wetsand them out to at least 2000 grit...THEN polish.

Update: my dad's friend ran into my car while it was parked on side of the road. he hit the front left fender, turn signal, and front bumper. So im probably gonna just used the insurance money to replace the parts from mitsubishi. 94 bumper goes for like $485, and a 98 for $620. Then use the rest to paint it.
