Default Paint stripper or sand down before painting?

I'm going to be painting the roof of my gf's black cavalier. The clearcoat and paint is peeling/cracking/chipping really bad. I have some aircraft remover paint stripper left over from another project. Would it be safe to use this to remove the old clear and paint? Or should I just sand it down?

You'll probably want to sand it. Old paint is actually a great surface for new paint to adhere to, given a rough enough surface.

But to respond to the title of this thread:

I prefer them without sanding. It's more hygienic. In any case, ask the stripper, she might have a say in this too.

If its the cars original paint, don't strip it. If the car has been repainted once or twice, then strip the paint, reprime it and paint it again. If the only thing wrong is peeling clearcoat, get some stripper that doesn't peel the primer layer (a good product is called "peeler" and works great on clearcoats...usually strips only the top layer of paint at a time) After stripping it off, you still need to sand everything smooth, so expect some sanding afterwards anyway.
