gamer--i'm sure you're right, but here is more info on the subject, taken from the website, and some info for people who want to have their cars repaired before the decision becomes final:
Are There Any Limitations on My Right to Have My Vehicle Remedied at No Charge? Yes. A limitation pertains to the age of the vehicle. In order to be eligible for remedy at no cost, the vehicle cannot be more than 8 years old on the date the defect or non-compliance is determined. Under the law, the age of the vehicle is calculated from the date of sale to the first purchaser. For example, if a defect is found in 1999 and a recall ordered, manufacturers are required to make the correction available at no charge only to cars purchased new in 1991 through 1999. However, consumers should realize that even though manufacturers are not obligated to remedy safety defects in older cars, a safety problem may still exist. If you receive notification of a defect on a vehicle older than eight years, take the responsibility to have your car repaired at your own expense. Eliminate any unnecessary risks. Also, if the manufacturer challenges the agency's final determination of a safety defect, there is no obligation to remedy the defect while the case is in court. If you decide to take your vehicle in for correction after the agency's decision is made but before the case is finally decided and the court decides that the defect is not safety-related, Federal law does not require that the manufacturer reimburse you for the repair work. However, if the court upholds NHTSA's final determination, you may be entitled to reimbursement. Be sure to save all receipts and paperwork so that you can prove the repairs were made after the agency made its final determination.

WTF?
1991's are NOT covered by this new recall? BULLSHIT My car was never repaired under the 91 recall because it was produced 1 day after the listed "vehicle affected manufacture dates" TC seals already went out twice. Now Mitsu finally recognizes the problem and issues a recall, but I am not covered? Let me repeat myself, this is BULLSHIT. I would have had this taken care of before the 10 year limit was up, but they refused. Is this for real? 1991's are not covered? Someone needs to file a class action lawsuit against Mitsubishi Motor Corps.

This was years ago, but the car was older than 8 years at the time. The recall was related to a heater core that would explode and spray hot antifreeze on the feet of the driver and fill the inside of the car with hot steam. He got paid $100 to take the car in and get it fixed. Not only did it not cost him any money, but they actually were paying people to go in and have this done. My brother wasn't even driving the car anymore....it was sitting out in the weeds behind a shed. He took it in, got it fixed, got his money, then took it off to the junkyard. Sounds to me like the rules are different depending on the severity of the recall and maybe on the number of vehicles affected. Still, a locking tranfer case is just as dangerous as hot antifreeze in my opinion.

The 1991 models are included in the recall according to the NHTSA. Just go to the page and do a model year lookup. Now, as to whether Mitsubishi actually comes through for those of us with models older than 8 years remains to be seen.
