Are safety recalls issued by the manufacturer or the NHTSA ?

Matt, call the NHTSA about this and see what they have to say.
They said you have to contact the manufacturer and that they would be able to tell you if your car is effected via. the VIN. According to the guy that I got at the NHTSA it is NOT for all cars, it's VIN specific.

All they do is report their findings on a subject. It is up to Mistu/Dodge to issue a recall. Dealers usually don't issue a recall for a fluid leak regaurdless of the possible outcomes. I have never even heard of one. I saw a technical service bulliten on power steering pump noise but that was it. Plus the number of cars with this TC are relitively small compaired to the number of other types of vehicles. Which means the chance of getting sued is lower. So they will be bastards and take their chances. Because someone is going to have to die, have relitives/lawyers who think this is a possible cause of death, and then take them to court AND win. I know it's wrong but it's out of our hands. I would encourage all of you to replace the seals yourselves and be done with it.
If it's so f'ing simple then they should do it, period. I just remembered I actually DO have 2 quarts of x-fer case oil in my car now. Only thing that brought a smile to my face.......I'm mutch happier now I know what I'm going to do is wrong, but what they're doing is 10x wronger, so I'm totally cool with it. Besides, it'll help me sleep easier tonight.

I thought they were all (3000GT and Stealth) assembled in Nagoya Japan, which would be indicated by the letter "Y" in the VIN.

wow cool. i think my transfer case is starting to go bad, not sure.. but it clunks pretty loud between shifts, and i dont think that is good.

i called the mitsu dealer and they said they had to look at it and look it up to see what they will do on it... but they better be replacing it

im reading now thats it only on some VIN#'S? i hope that is not the case, thats about retarded.

btw, if it is vin specific, why is it showing up on every car you put in? that is a little ridiculous.

KD4PWH - Some cars are made in multiple plants. You are right though the 3/Ss are all from the same plant. I was just using that as an example.

Matt -- HB Cali - You're right they should, but they are cheap. Never under estimate how much these guys love money. These are the guys who use plastic screws instead of metal on several million cars to save one cent per car. Yeah it's probably a million dollars. But even on 15k cars they wont do it. Their job is to weigh out how much it cost to do it and see if it is cheaper to not do it. Usually the not doo it's win. BTW, take pictures for me of their faces. I think that would be funny.

Sadly I wouldn't doubt if some places try to pull this "swap-a-roo"
