This is an actual parking decal for old town Alexandria. Streets are max 2-4 hour parking without the decal.

The county stickers are gone, but I still need to be registered in the Alexandria city to get my parking decal.

Yep. My girlfriend got a ticket on her VA registered car parking it overnight at her friend's house in Alexandria.

Hannibal, PM me exactly what the issue is getting it to test ... I could point you to the place that did my VR4 spyder, modded evo, etc.

Basically, the car can't complete the emissions test because nobody is able to get a steady RPM reading. The test requires the engine speed be held at certain RPMs for several minutes. Since the machine can't measure the RPMs correctly, it is unable complete the test.

The car doesn't smoke, so I don't think I'd have a problem passing the actual emissions part.

I just did a little researching on the DMV site. Unforatunately, it doesn't look like the DMV offers a classic license plate (like some other states do). The closest non-emissions alterantive seems to be the antique plates. From what I can tell, they don't have a mileage or age limit, but you are restricted from using antique plates for general transport. If they catch you, the registration is revoked for 5 years. Probably not worth the risk for a daily driver.

IIRC, to qualify for an antique plate, the car has to be 25+ years old. I thought about doing an 82 firebird with an LS1 swap a couple years ago and could have got away with it that way.

If you can come out to Leesburg, I'll talk to one of the techs and see if they would be able to do the emissions for you by tailpipe sniff. If your car idles fine, it should work.

I'm going to try running the test once more tomorrow morning. I pulled about 10% fuel at low RPMs, so we'll see if that gets me close enough. If not, I'll take you up on that offer.

Where can we register the car so we don't have the emissions requirement? I can't exactly put down that I live at your house.

Besides, your car insurance company looks at all of the registered car owners in your household to base your rates. Trust me, you wouldn't want me.

Charlottesville is where my other car is registered. I used my girlfriend's old apartment address (where she no longer lives). You can probably get by with using a university housing address if you want. Either that, or find a friend in the H.R. area or Southwestern VA. Once you are out of DC (and maybe Richmond) emissions requirements are pretty rare.

For insurance purposes, the car is still garaged in Alexandria. Insurance does not talk to individual counties/cities about registration. In 4 years I have never had the DMV or tax collectors question me.

Oh, forgot that you are military. Just give register it at a base around H.R./VA beach. If you think you can get in trouble with the military for that, then just use a fellow serviceman's home address.
