I bumped the starter and it tightened right up. you guys get rep for giving me peace of mind. It wasn't even sitting more than 10 minutes before I checked it. I guess it must loosen up pretty quick then.
fyi - Sometimes it'll stop loose, sometimes tight...

random. i just took a look at my buddies t-belt last week by popping off the upper covers and noticed it to be really loose like that too. wish i would have known that was normal it parked in my garage that night and i was up untill 5 in the morning the next night installing a new one and tensioner and pullies. his car has 180kish miles on it and has no idea when it was last changed it was a little crusty. one question though, i was messing with the belt and it was actually loose enough to where when i lifted it up the cam jumped a couple teeth. is it normal to be that loose??

Yes...if you really wanted to, you would be able to pull the belt right off the pullies.
Regardless of how long the engine sits without being ran it will look like that.
