Street legal... Only because the car is so old he doesn't have to worry about emissions testing anymore.
I give him props for the amount of work into it, but I personally think it looks dumb with those huge scoops on both sides, and he obviously can't go around corners very well anymore.

Seen this before as well. I think it would be more appropriately titled "technically street legal". And his claim of fastest street legal must be to do with the tires. I know of a "street legal" Corvette that is faster/quicker.
The 1984 Corvette makes approximately 2,400 HP and has run a 6.87 @ 210 in the quarter (4.59 @ 164 in the 8th). When set on a milder boost level, it runs consistent mid 7s. It launches at 3,800 RPM and I change gears at 7,600. It weighs 3,150 without me in it. It has turn signals, power windows, horn, etc. and is street driven (not a lot!).
