It sounds like a simple thermostat issue. It is probably not opening.

Take your radiator cap off (when the car is cold). If the coolant is bubbling inside, then it is a headgasket.

A couple things that I would check. Are your fans operating correctly? Jumper fans to operate when the key is on. I noticed you say fan kicks on and temp drops. Did you mean fans or is only one kicking on? Temp sensor may be flaky. Air flow obstructions or excessive number of cooling fins on the radiator damaged? Possible water pump issue or as mentioned by rgeier11 new thermostat or head gasket bad. New does not mean it is good. Both inlet and outlet hoses both being hot (same temp?) should help you narrow down the problem.

Ok so today i took pictures of the car to help you guys narrow down my issue. First thing is the radiator kinda hard to reach down but took a few pics, let me know if pictures arent helpful and ill take more, even a video if necessary!!

Also any way you guys know if this is the oem radiator for my 99 3000GT Base?

Here are more:

One thing i noticed this morning is that the coolant that i poured in after a flush was the conventional 50/50 GREEN, this morning i opened the rad cap off and it was brownish/orange. Now the car had the orange kind previously and i added the one you can mix universal. But does this mean i didnt flush it correctly? I flushed other cars before correctly but dont know if this one wasnt done right or if the rad and block were just dirty.

I will take a full video of my issue and upload it to youtube and bring the link here and show you guys the issue. Also will buy a new rad cap and boil up the NEW thermostat i bought to see if it opens and closes correctly.

The orange/brown mixture is likely rust... did you clean out your overflow tank? I would remove that and give it a through cleaning as well.
