need help with a few electrical problems!

i have a 94 stealth base and my alternator keeps kicking in and out and i have all wires connected. also my fog lights have never worked since i bought the car and i just tested the current going to the lights and it has reversed poles (pos=neg and neg=pos). any ideas?

scratch the alternator thing, it completely gave out today. so just if anyone knows about the fog lights having reversed polarity
