Help, can't roll my windows up!!

I can't roll my windows up!! I was able to roll them up when the car was running, but now i can't even do that. For some reason when my car is off, they won't even budge. I was only able to roll them up when i turned the car on and it was running. Also every time that i turn the car on the air conditioning unit turns on as well even when i turn it off... I just moved into a new apartment in a .. not so good neighborhood and i have no idea what's causing this, i just want to roll my windows up lol. Has anyone had this problem before? I have a 92 stealth RT non turbo.

Hmmmm... so i let it sit for a few then i turned it on and was able to roll them up... I honestly have no idea what's going on. Anyone have any suggestions?

Edit: also the power locks don't work either... Not even when the car is on or anything. And the air conditioner still turns on every time i turn the car on..

Check the fuses. My fuse for the alarm was blown and it caused all kinds of wierd stuff to happen.
