My friend has 32 Chevy Coupe and his rear license plate, tail lights, and turn signals are mounted on a vacuum actuated bar that drop when the engine is running and retracts when the engine is shut down. Very trick.

might want to make the bracket a little longer to not obscure some of the top... shouldn't be too hard...

Well last night i took apart the hinges, added some springs then tack welded the pin's on the hinges to keep them from backing out. I got home from work today and decided to see how strong the springs were. My friend sat on the edge of the road as I drove by at 40 mph, he said the plate was at a 45 degree angle. Tried it again at 60 mph and he said he thought the plate fell off because he couldn't see it. Come to a stop and plate drops down. I think I might just skip the motor all together, and just finish up the paint. I'll post a video when i can if anyone is interested.

Yeah, but mounting it on a '91 bumper is way different. If I can figure out a way to make it rotate 270° vs 90°, I'm sure I can make it look decent. But then I'd also have to somehow make a custom bracket/slider.
