Evil Eye hood on that orange second gen? custom?

There is sick looking second gen in google search for halo mod pics, and it has an evil eye hood. MY question is does someone sell an evil eye hood that doesn't have any louvers for vents on it? The only ones I found have vents but this orange car has none that i can see so basically mimics the factory hood with evil eye part.

It's Pearl97SL car, and it is a stock hood that has been modified.
