The metal casing primarly acts as an EMI shield from EMI noise generated from spark plugs, cutting slots would be a bad idea. And it may also function as a large heat sink but I'd have to reopen mine to verify.

And as mentioned before, the CPU doesn't generate large amounts of heat because of the low Mhz and low complexity. Recall 8086,80286,80386 or 68000 -> 68030 CPUs never required fans for the same reasons.

Our capacitors in the ECU suffer from cheap asian capacitor knock offs as Mitsubishi got suckered into buying inferior components during those years. That's the problem with knock offs, they'd don't live up to the original component's specifications and fail early. Replace these knock offs with real capacitors and you can rest your worries. And it doesn't hurt to replace them with higher quality 105degreeC capacitors instead of the 85degree capacitor as high heat shortens the lifespan.
